Fixed Qt UDA creation for Symbian 

Added a dummy Qt sis file and fixed paths in bld.inf.
Otherwise build would fail when FF_QT_IN_UDA is defined.
Dummy Qt sis file needs to replaced with a real one
when actual UDA image is created.
