powerpc: Update ULPs and xfail more ibm128 outputs

There are 2 new input values that require to be marked as
xfail-rounding:ibm128-libgcc as they're known to fail because of libgcc
issues with different rounding modes.
Otherwise, the other tests just need an increase in ULP.
