Ricardo Pardini 370f85b067 python3: do not rely on hostdeps python3-pip nor python3-dev; deploy pip via get-pip.py
- python3-pip implies a very old setuptools (which is system-wide and takes precedence)
- python3-dev implies python3-distutils (which is long deprecated)
- get-pip.py allows us to version pip in requirements.txt just like everything else
- in the end this fixes the conundrum with pylibfdt / dtschema on Jammy
- and, finally, the setuptools we specify in requirements.txt will be actually used

This makes dependencies easier to track and opens up the possibility for Dependabot to update them.

ColorfulRhino de81f10b0d cli: Add command "dts-check"
Validates the dts/dtb file for the selected board and outputs the validation logs to the user.
This can be used when adding a new board, developing or improving a dts file. Should lead to higher quality device trees and patches overall, if used.
Will show warnings/errors if patches patch in some functionalities to a devicetree file without patching in the dt-bindings .yaml at the same time.

- even Rich'er patch output by colorizing certain strings green/yellow/red
- BASE_GIT_TAG now very sneakily also accepts a branch name
- IMPORTANT: this includes: BREAKING CHANGE: patches failing to apply now break the build. fixes #4958
  - also break on legacy `process_patch_file()` failure, remove `EXIT_PATCHING_ERROR`

- python-tools: add Jinja2. Incredible how we made it this far without it.
- output-gha-workflow-template: a double-templater, first runs jinja with a custom syntax, then "moar magic" to be useful for GHA

armbian-next: python/pip: solve crazy with `/usr/bin/pip3` by not using it (instead, `python3 -m pip`); don't mask errors
- "| cut" masked errors in multiple places
- include real pip3 version in python deps hash, all will be invalidated
- be less happy about hitting hash/cache, should happen often

armbian-oleg: split hostdeps again, full of ifs, and reduce the minimum set of pkgs for Oleg-conditions while trying to keep Docker full
- probably breaks a lot of stuff; c++ compilers, distcc, possibly others
- split into late_prepare_host_dependencies / early_prepare_host_dependencies calling adaptative_prepare_host_dependencies() full of if's

also:
- calc deps out of configuration
- reorg checks into obtain_and_check_host_release_and_arch()

armbian-next: [focal-host] try to support `focal`-like host OS's again, via `python3.9` (and drop `buster` completely)
- completely remove support for building under `buster` -- that's way too old, sorry.
- de-hardcode `python3` invocations, instead use `python3_binary_path` set by `prepare_python3_binary_for_python_tools()`
- juggle `$HOSTRELEASE`: read from actual host, or determined from Docker image name (during Dockerfile build)
- TL;DR: include and use `python3.9` for focal-like host OS's
