The high-speed serial-tegra UART is not enabled in RHEL. It is exposed on the Orin AGX DevKit 40-pin header with 3.3v TTL signals. Let's turn it on so that it is available for applications needing it. Since we're enabling it, also update it with backports of upstream patches.
