CKI KWF Bot 480050c59a Merge: riscv: SpacemiT SoC base drivers

SpacemiT K1 and K3 are RISC-V processors that are used in various
single-board computers, compute modules, and rackable cluster servers.

This MR backports the current devicetrees as well as clock, reset,
pinctrl, and irqchip drivers for both SpacemiT K1 and SpacemiT K3 from
upstream Linux v7.1.

This does not include PCI, MMC, USB, networking, GPIO, regulator, RTC,
SPI, DMA, PMIC, PWM, or I2C drivers for these platforms because I intend
to create a separate follow-up MR for those and decided to limit the
scope of this one to simplify review.

I have validated kernel builds that include these patches on multiple
boards: Milk-V Jupiter (K1), OrangePi RV2 (K1), and Sipeed K3 Pico-ITX.

All configs touched in this MR match those added in my kernel-ark MR at
cki-project/kernel-ark!4529.
